Roast garlic cloves in an oven or toaster oven. 45 mins on low heat (300 degrees) or less if you set to broil. (10-15)

Sprouts:

In a sauce pan, cook on low heat the olive oil and roasted garlic until sizzling. Raise heat and add brussel sprouts. Pour in half the wine and reduce. Repeat once the brussel sprouts are cooked to the center and browned, put in lemon juice.

Personal Notes:
Had a bad opinion of brussel sprouts. I never liked them much at all until I had them at a small cafe in Danville, CA. (Not sure it's even exists anymore.)

This is the best recreation I can do of that dish. You should try to keep the outer edge of the brussel sprouts browned and crisp.

One variation uses a strip of bacon diced instead of the olive oil. That may be the best version but it takes much longer to prepare.
