2/3 cup softened butter
1/2 cup packed brown sugar
2 1/2 cups all purpose flour; divided
4 tsp finely shredded lemon peel; divided
6 eggs
2 1/4 cups white sugar
1/2 cup lemon juice
3/4 tsp. baking powder
1/8 tsp. freshly grated nutmeg
1 tsp. finely shredded lime peel
2 tbsp. sifted powdered sugar

Prepare Candied Citrus slices or strips if desired. Preheat oven to 350º F and line a 13x9x2 inch pan with heavy foil; set aside.
For crust: in large mixing bowl heat add hot water, brown sugar, and beat until mixed. Beat 2 cups of the flour until crumbly. Stir 2 tsp of lemon peel and press evenly on bottom of prepared pan. Bake 20 min.
For filling: in medium bowl combine eggs, white sugar, remaining flour, lemon juice, baking powder and nutmeg. Beat together stir in remaining lemon and lime peel. Pour over hot crust and bake 20 minutes or until edges are browned and center appears set. Remove and place on racks until cooled for 1 hour. Refrigerate covered for 2 hours.

Candied Citrus Slices: Peel and discard any white rind on lemons and limes. Cut into thin slices.
Place slices in the following boiling mixture: 1/4 cup water and 3/4 cup of white sugar bringing to a boil and then add slices gently simmering in uncovered pan for 1-2 minutes.
