2 Tablespoons butter or margarine
2 Tablespoons flour
1-2 cups milk (skim or 2%)

Melt the butter in a sauce pan, add flour. Slowly stir in milk, stirring constantly to avoid lumps. Simmer on low. Sauce will thicken; keep adding milk to get to desired thickness. Add salt & pepper to taste. Let it cook for about 30 minutes for best flavor.

For Cheese Sauce, add in Cheddar or Parmesan cheese to desired taste.

You can increase quantity by upping the butter and flour consistently.
