3 T. butter
3 T. all purpose flour
1 tsp salt
1/4 tsp pepper
1 1/2 cups milk
1 cup shredded cheddar (divided)
3 cups grated peeled uncooked potatoes
1 cup grated carrots
2 T. grated onion

Directions:
Directions:
Melt butter. Whisk in flour, salt & pepper. Gradually stir in milk. Boil for 2 minutes (stirring). Reduce heat, add 1/2 cup cheese, and stir till melted. Add potatoes & carrots & onion. Put in greased 8 inch square baking dish. Cover and bake for 1 hour at 350º Uncover and sprinkle with the remaining cheese. Bake for 15 minutes more until the potatoes are tender.
